Prescriptive Packaged Terminal Heat Pump (PTHP) updates

The Prescriptive PTHP measures were updated on May 29, 2026, to reflect updates to the energy savings and baseline assumptions. Incentives for these measures remain the same. The measures have been split into the following tiers to more accurately capture energy and peak demand savings for the measures:

  • Prescriptive PTHP (replacements): for replacements of existing packaged terminal air conditioners and electric resistance heating
  • Prescriptive PTHP (new installations): only available for hotel and motel suites based on expected baseline (same as previous eligibility requirements)

More details on the updated Prescriptive PTHP measures are available in the Prescriptive Services and Hospitality worksheet in the Retrofit Program: Prescriptive Stream documents. Applications that have not been pre-approved will need to apply with the latest version of the measure in the Retrofit Portal.

Wall-mount eligibility updates for Prescriptive Solar DER measures

Wall-mount was removed as an eligible configuration for the Prescriptive Solar DER offering because the configuration does not align with the saving assumptions for the offering, which are most appropriate for rooftop installations. The Prescriptive Solar DER measures assume energy and peak demand savings based on the expected installation parameters, which are assessed and updated from time to time to ensure the offering is accurate and cost-effective. Opportunities for wall-mount Solar DERs will be explored for the future based on cost-effectiveness and marketplace interest.

Prescriptive Solar DER and Horticultural Lighting worksheet improvements

Updates to the Prescriptive worksheets for the Solar DER and Horticultural Lighting and Control measures will be made to improve usability in response to marketplace feedback. The worksheets have been reorganized with tabs containing instructions, incentive calculations, and information that needs to be entered into the Retrofit Portal.

  • Updated May 29, 2026: updates to the Prescriptive Solar DER worksheet have been published and include updates to replace the tilt angle dropdown to allow applicants to enter the exact tilt angle for their project (from 0 to 90 degrees) instead of selecting the closest tilt angle.
  • Update on June 30, 2026: the updated Prescriptive Horticultural Lighting and Controls worksheet will be available on June 30, 2026, and has been updated to improve clarity, navigability, and make the worksheet more intuitive to use.

Worksheets remain mandatory for applications for Prescriptive Solar DERs and applications for the Prescriptive Horticultural LED Grow Top Lights for Vegetable/Fruit/Flower Greenhouses.

Adjustments to certain Prescriptive measure incentive levels

The incentives for the following measures will be adjusted on June 30, 2026, to more closely align with their energy and peak demand savings. The adjustments are implemented to maintain the cost-effectiveness and affordability of the Save on Energy Retrofit program.

Complete Retrofit applications submitted before June 30, 2026, will be honored based on the incentive rates at the time of application submission, subject to application review and approval.

New Prescriptive Clean Water Pump (CWP) measure

Prescriptive incentives for CWPs will be added to the Retrofit program on June 30, 2026, in response to marketplace interest. Incentives will be $15/HP of the qualifying energy-efficient CWP.

The Prescriptive CWP measure will be eligible for a Retrofit regional adder for a facility that is in a qualified postal code. For more information, please see the Retrofit regional adders webpage.
